Okay, this is written for Paint Shop Pro 7 and Animation Shop 3. I don't know if you can adapt it or not.....
First, make a new 120x20 image in Paint Shop Pro 7. Fill it with the background color you want.
Then make a 3 pixel border on each side.
Make a new layer. Then, write what you want it to say (I used Redensek size 12) and make sure it's created as a SELECTION. Also, be sure both Stroke is set to the circle with a line through it and the Fill is set to your background color. Go to your paint bucket tool and make sure match mode is NONE. Then, fill the selection with your background color. Go to Selections>Float. Move it to where you want.
Create a new layer and move it below the one with the text. Expand your selection by 1 and fill on the new layer with your border color.
Draw two pixel dashes in the border with the background color.
Copy and paste the whole thing into Animation Shop. Make sure you Merge Visible Layers first. Duplicate the first frame then move all the dashes over 1 pixel. (top right 1, right down 1, bottom left 1, left up 1.) Do it with whatever method you like.
Duplicate the second frame then move all the dashes over 1 pixel again. Repeat with the third frame. (top right 1, right down 1, bottom left 1, left up 1.) Do it with whatever method you like.
